    The second of the MECB reports reviews the issues faced by the ECB in its first year of operation, focussing on transparency and accountability, and the supervision of financial institutions. The report argues that, despite its efforts, the ECB is not fully transparent and the absence of a centralized institution means that the ECB may not have the information that it would need in case of a systemic crisis.
