Abstract: This paper surveys the salient policy issues concerning the provision of Welfare State services and, on that basis, examines several promising policy proposals. It analyses the cost explosion of Welfare State services and the associated implications for government versus market provision of these services. It then examines where the comparative advantage of the government vis a vis the free market lies in fulfilling the objectives of the Welfare State. Finally, it considers some policy guidelines and institutions that address the major market failures while minimizing the scope for government failures.
