Baboucarr Bouy

Mr. Baboucarr is currently serving as CEO Effective Intervention responsible for Africa Operations for a UK Registered International Non- Governmental Organisation. Prior to this appointment, he has served as Permanent Secretary of the Ministry of Basic and Secondary Education in The Gambia between 2004 and 2017 serving as key technical adviser to the Minister on all policy issues. His interest in students’ learning attracted him to join his current Organisation, Effective Intervention, which focuses on measurement of children’s learning. Mr. Bouy holds a BSc. in Pure Mathematics and Statistics from the University of Wales, as well as a master’s degree in education and International Development from the Institute of Education, University of London
