Heiko Hesse is a Senior Economist at the International Monetary Fund (IMF), where he works on the Ukraine team in the European Department. He was previously in the Strategy, Policy and Review (SPR) Department, where he covered IMF program issues, was a member of the South Africa team and the lead SPR reviewer for Ukraine, Mexico or Moldova. He was seconded to the European Commission (DG ECFIN) during 2016-2019, where he primarily worked on Italy and risk issues. He has been an Adjunct Professor at Université Libre Brussels (Solvay) since 2017. Heiko's IMF career since 2007 has covered a wide range of topics from sovereign debt (restructuring) and macro-financial issues to banking crisis issues, the Middle East and work on the Global Financial Stability Report (GFSR). His operational IMF country experiences include e.g. Afghanistan, Bulgaria, Cyprus, Euro area, Lebanon, Libya, Romania, South Africa, Spain, Turkey or Yemen. Prior to the IMF, Heiko was an Economist at the World Bank from 2006-2007 on the Commission on Growth and Development. Before that in 2005-2006, he was a Visiting Scholar at Yale University and a Consultant at the World Bank. He also worked at McKinsey in their Financial Institutions Practice, NERA Economic Consulting as well as PwC. In Washington DC, Heiko was the President of the Washington European Society, a non-profit, from 2009-2014. Heiko obtained his PhD in Economics from Nuffield College, University of Oxford and his B.Sc. in Financial Economics from the University of Essex.
Heiko is one of the main actors in the movie trilogy “The Champions” (2003), “HalbZeit” (2010) and "Nachspiel" (2019), long-term German movie documentaries (since 1998) about young professional football players from Borussia Dortmund.
