Michael A. Stemmer is an economist in the OECD’s Centre for Tax Policy and Administration, where his work focuses on international financial market activity, offshore finance, and the impact of international taxation. Previously he was a macroeconomist and lead author of the OECD Development Centre’s flagship report ‘Perspectives on Global Development 2019’, analysing development strategies in emerging economies. Prior to joining the OECD, Michael conducted research at the Dutch Central Bank, the European Central Bank and the International Monetary Fund and completed a Ph.D. at Pantheon Sorbonne University in Paris.
