Toby is Head of Research and Policy for the Pathways for Prosperity Commission. The commission, housed in Oxford’s Blavatnik School of Government, investigates how developing countries can respond to digital transformation. Toby leads the team responsible for content development, analysis, research, and policy engagement. Prior to joining Oxford University, Toby worked as a civil servant in the Australian government, holding roles across several departments (Department of the Prime Minister and Cabinet, Attorney-General’s Department, and Department of Human Services).
