Private Participation in Infrastructure: what role for public-private partnerships?

This fourth LTI Report focuses on private participation in infrastructure, with specific reference to the role of public–private partnerships. With high and rising public debt in the aftermath of the pandemic, European economies need to rely on private funding to boost the large infrastructure gap that hampers growth and development. The benefits of infrastructure go beyond a simple economic metric. Indeed, it contributes to public health, safety, and overall wellbeing, including in sensitive areas such as healthcare and public transportation. This situation calls for innovative financing solutions to bridge the funding gap.

The report argues that leveraging privatecapital is a natural direction to take, either through direct investment or through public–private partnerships. This approach must confront several challenges at different levels, that deal with issues in microeconomics, industrial organisation, macroeconomics as well as policymaking.
