Elaine Kelly is Head of Economics Research at the Health Foundation and a Senior Research Economist at the Institute for Fiscal Studies. Her research interests include the health and social care workforce, maternal health, and the economics of chronic conditions. She completed her PhD in Economics at University College London in 2011
