Team Leader, Ukraine Local Empowerment, Accountability and Development Programme at GIZ

Helge Arends is team leader at the Ukraine Local Empowerment, Accountability and Development Programme (U-LEAD with Europe) of Deutsche Gesellschaft für Internationale Zusammenarbeit. Throughout his career as development expert Helge Arends has been posted to Ukraine, Mexico and Brussels. He holds a doctoral degree from Bremen University, focusing on the relationship between fiscal decentralisation and local public service provision. Amongst others, his research was published in the Journal of Public Policy, Publius, and the German Political Science Quarterly.
