Paolo Ciocca

Paolo Ciocca is Commissioner at Consob, the Italian Securities and Exchange Commission.  He is currently focusing on how technological innovation is shaping tomorrow’s financial markets, and what regulators can do to ensure transparency and efficiency in the digital economy.  Between 2013 and 2018, he served as Deputy Director General of the Security Information Department of the Presidency of the Council of Ministers, the co-ordination board of national intelligence, where he oversaw strategic analysis and cybersecurity. Prior to that, he held positions as Secretary of the International Fund for Agricultural Development (2007-2013) and Director General of Finances at the Italian Ministry of Economy and Finance (2005-2007). Between 2006 and 2010, he chaired the Committee on Fiscal Affairs at the OECD. Paolo earned a PhD in corporate tax law in 1993, with a thesis on the taxation of insurance undertakings.
