Ilan is the Chair in the Economics of Disasters and Climate Change at Victoria University of Wellington, New Zealand. He was previously tenured at the University of Hawaii (2003-2011). His research and teaching focus on the economic aspects of natural hazards and disasters, climate change, on financial crises, and other related topics in international, environmental, and development economics.
